For many years, discussions about plastics focused almost entirely on waste, pollution and reducing consumption. While these challenges remain significant, today’s governments, industry leaders and environmental groups are increasingly talking about how plastics can fit into a circular economy, rather than eliminating them altogether.

For UK businesses involved in warehousing, logistics, distribution, ecommerce and supply chains, this shift matters. Packaging and storage systems play a crucial role in how goods move through the economy. Understanding where plastics fit into future regulations and sustainability strategies is essential.
The long-term vision is a net-zero plastics system by 2050. However, the transformation isn’t happening overnight. Instead, it’s being driven by a series of milestones that guide reductions in emissions, improve recycling rates and support a sustainable approach to material management.
Importantly, plastics are being redefined within a system where reuse is maximised, recycling becomes standard, waste is minimised and storage and lifecycle management have greater importance.
Why is the circular economy driving change?
Current projections suggest that by 2050, humanity’s traditional linear model of “take, make, use and dispose” is likely to be unsustainable.
The European Union has placed a circular economy at the centre of its environmental and economic strategy. Products and materials would be kept in use for as long as possible, reducing waste and limiting the need for virgin resources.
Around 90% of biodiversity loss is linked to resource extraction and processing, while up to 80% of a product’s environmental impact is determined during the design phase. However, the EU’s current circular material use rate remains relatively low at around 11.8%.
Few sectors illustrate the scale of the waste challenge quite like packaging, which accounts for around 40% of all plastics used across Europe and is responsible for approximately half of marine litter. With each EU citizen generating an average of 186.5kg of packaging waste per year, it’s clear why policymakers are prioritising action in this area.
2025–2030: building the foundations of a circular plastics system
The period 2025 to 2030 represents the first major stage of the transition. One of the most important objectives is ensuring packaging becomes reusable, recyclable or compostable wherever possible by 2030.
Businesses are already experiencing evolving customer expectations, retailer requirements and regulatory developments. Materials are increasingly being assessed not only on cost and performance, but also on their ability to remain within a circular economy.
The Packaging and Packaging Waste Regulation (PPWR) became law in February 2025, but many of its provisions will take effect from August 2026. The transition period gives businesses time to review their strategies and prepare for the new requirements. Covering all material types, the law establishes new requirements relating to design, recyclability, reusability and waste management. The aim is to make all packaging used in the EU market recyclable by 2030, reducing dependence on virgin materials.
Alongside these developments, the plastics sector is targeting around 25% circularity by 2030. This refers to the proportion of materials that remain in productive use, rather than becoming waste. Whether this involves transport packaging, warehouse handling equipment, or plastic storage containers used throughout supply chains, long-term resource efficiency is becoming increasingly important
What is the UK Plastic Packaging Tax?
The UK has introduced a raft of measures designed to support a more circular economy. These include Extended Producer Responsibility (EPR) schemes, which place greater responsibility on businesses for the environmental impact of their packaging, as well as wider policies aimed at improving recycling rates and resource efficiency. One of the most significant UK initiatives is the Plastic Packaging Tax, aimed at ensuring packing materials contain the required level of recycled plastic content.
By creating a financial incentive, the PPT aims to stimulate investment in recycling initiatives, prompting a closer examination of procurement decisions and supplier relationships, while increasing awareness of how to achieve sustainability targets.
2030: circular design as standard
The latest industry forecasts project a 28% reduction in greenhouse gas emissions by 2030, compared with previous trajectories. While different sectors will progress at different rates, the overall trend is towards lower emissions, higher recycled content and improved material efficiency.
Historically, products and packaging were often designed primarily for convenience, cost or short-term performance. Increasingly, they are being designed with reuse, repair, recycling and recovery in mind.
The recycling infrastructure is expected to expand significantly across Europe during this period through improved collection systems, advanced sorting technologies and increased recycling capacity. At the same time, accountability for packaging producers will continue to increase and is likely to become a standard expectation across many industries.
Plastic packaging regulations in Europe
The PPWR forms part of a wider effort to create a cleaner Europe through circular economy principles that address packaging design, material composition, waste prevention and recycling.
Although the proposed EU Circular Economy Act has not yet been formally introduced, the European Commission is currently gathering feedback and should be ready to publish its legislative proposals during the third quarter of 2026.

2040: towards near-zero plastic leakage
One of the key objectives by 2040 is achieving near-zero plastic leakage into the environment. Today, an estimated 19 to 23 million tonnes of plastic waste enters aquatic ecosystems every year, affecting rivers, lakes and oceans around the world. Improvements are needed throughout the entire waste management system.
Scenarios projected by the Organisation for Economic Co-operation and Development suggest net-zero waste systems are becoming achievable across many developed economies. Waste mismanagement is expected to decline substantially, supported by improved collection, reuse and recycling ecosystems.
At this stage, circular systems should be operating at scale, with materials moving through multiple lifecycles, reducing the demand for virgin resources.
2050: the net-zero plastics vision
The year 2050 is the official long-term target for achieving a net-zero emissions system aligned with the Paris Agreement and European Green Deal. The goal includes reaching around 65% circularity across Europe and fully integrating plastics into circular economy principles.
Success doesn’t mean eliminating plastics altogether, as they remain valuable materials because of their durability, versatility and efficiency. Instead, success means ensuring these materials remain in circulation for as long as possible.
By 2050, reuse systems should be well established, recycling should be standard practice and waste should be minimised throughout the value chain. Products and packaging will be designed with recovery and reuse in mind from the outset, while robust storage, collection and lifecycle management systems help keep materials within the economy.
The road to net-zero plastics is already reshaping business operations across the UK and Europe, from packaging design and regulatory compliance to warehouse infrastructure and supply chain management. Change is happening at every stage.
